ARCHITECTURE & DESIGN REVIEW COMMITTEE MINUTES
December 6, 2012, 5:45 p.m.

Chairman Clapper called the meeting to order at 5:45 p.m.

  • Appl. 12-47P, Dairy Queen Grill & Chill – request for a site plan modification to make minor changes to the existing parking area; to add a parking area on the adjacent town property, and to add an area for outside dining, on property located at 845 Sullivan Ave., GC zone
Ben Wheeler, landscape architect for Design Professionals Inc, presented the application to renovate the front building at 845 Sullivan Avenue to turn it into ‘Dairy Queen Grill and Chill’. The back of the property will be used for miniature golf and other family activities.

The proposed site changes will be defining the site drives with limited them to enter and exit access only.  Landscape islands will be added at the end of the parking areas and up next to the building.
An outdoor dining patio at the front of the building is proposed which will seat up to 48 people.  Aluminum fencing will surround the outside dining patio. Landscaping will provided along the sides of the patio. The dumpster pad will be screened by wooden fencing.

The applicant is proposing to add a 24 space parking area on the Town's adjacent property that will be utilized for overflow parking to include a stone dust path to the rear of the site to connect to the existing trail system on the Town owned Major Donnelly Land Preserve.

The applicant is showing a potential phase 2 to add approximately 1,300 sf party room.  There have not designed that part of the building and would return to the DRC with plans when/if that project moves forward.

The existing building will have a new front with a stone tower and entrance of cultured stone product in earth tone colors. An efface material of two tones of tan will be used around the front and sides. The outdoor walk-in cooler will painted to match the building. The parapet wall will be extended high enough so that any mechanical equipment will be screened from Sullivan Avenue.

Metal panels in DQ’s signature red color are to be used along the top and front of the building. The windows will have clear look and each will have an awning. An overhang of black metal panels wrapped with two LED lights will be used.   The existing parking lot lights are adequate and a few lights on the patio will be added. Site signage will take advantage of previous variances granted.

The Committee discussed the proposal. Consideration should given to reinforcing any areas which may be vulnerable around the base of the building by adding stone. There is an existing stamped concrete walk. Overall, the Committee indicated that they were pleased with the architecture and plans as presented.
